Feasibility Studies
Regionalization/De-Regionalization/Termination
of Sending-Receiving Agreement

On November 17, 2008, the New Jersey Administrative Code (Chapter 23A) was
modified encouraging consolidation of school districts that meet the following
criteria:
- Any local public school district with enrollment of
1,000 or less;
- Any local public school district with 5 school
buildings or less;
- Two or more contiguous local
public school districts of the same county with a combined enrollment
of 2,500 or less;
- Local public school
districts that receive non-resident pupils pursuant to a formal send-receive
agreement and their sending districts with a combined enrollment of 5,000 or
less;
- Limited purpose regional school districts and their
feeder districts with a combined enrollment of 5,000 or less; and
- Any local public school district with an
administrative cost per pupil in excess of 125% of the county median administrative
cost per pupil.
Executive County
Superintendents (ECS) are
required to conduct a study, which would explore the demographic, educational,
financial, and racial impacts on any proposed reorganization, and make a
recommendation to the Commissioner of Education. The ECS is likely to request individual districts/communities
perform their own studies.
Statistical Forecasting LLC and its team of experts has conducted
approximately 20 feasibility studies exploring reorganization of school
districts. Regardless of the type of feasibility study, our consultant
team reviews volumes of data including community demographics, enrollment
projections, racial balance, existing curricula, and financial impact to each
community. Based on our findings, we provide an impartial and objective
summary of the advantages and disadvantages of the status quo compared to the
new reorganization.
The following is a list of some our more recently completed feasibility
studies:
 | Delsea Regional, Franklin Township, and Elk Township
School Districts (March 2004) in considering the dissolution of Delsea
Regional and forming two independent school districts.

 | Elmer School District in consideration of having a
PK-12 sending-receiving agreement with Pittsgrove Township. |
 | Borough of Oradell (March 2006) in considering the
dissolution of the River Dell Regional School District.

 | Liberty Township (April 2006) in considering the
dissolution of the Great Meadows Regional School District.

 | Newfield Borough (April 2006-January 2008) in
terminating the send-receive relationship with Buena Regional. Dr. Richard
S. Grip testified as an expert witness in this case both at a deposition and
at trial. |

Montvale and Woodcliff Lake Boroughs (November 2008)
in considering the dissolution of the Pascack Valley Regional High School
